Me CYIZA Clement is a co-founder of ALPHA LAW FIRM LTD. Before founding ALPHA LAW FIRM LTD he served as a Lawyer and States Attorney in Central Bank of Rwanda (National Bank of Rwanda) for six years where he provided legal opinions to the Central Bank and drafted various policies, regulations and laws governing Banks, microfinance, insurance and Pension. He was also in charge of representing the Central Bank before administrative and judicial instance specifically before court as State Attorney and participated in several occasions in the amicable settlement processes. He also dealt with Receivers.
Before joining the Central Bank, Me CYIZA Clement served as president of primary Court for one year and as Magistrate of the Primary Court for four years.
He is expert in Legal domain especially in business law and sufficient knowledge of accountancy and international trade.
He holds a number of certificates in law from inside and outside the country in various domain including the Certification as expert in Legal Aspects of Governance and Reserves Management from World Bank Paris -France, Expert in Negotiation, Drafting and Management of contracts from International Law Institute (ILI) from Kampala-Uganda, and others in various legal fields obtained from France, Tanzania, Rwanda, etc and He has expertise in handling complex cases.
He has strong work ethic as for setting and achieving goals, he is self-motivated to work effectively with little supervision, his team work character enables him to collaborate with his colleagues and his flexibility makes him able to adapt in a meaningful way.
He is a native speaker of Kinyarwanda, has excellent command of English and French and working knowledge of Swahili.

Me CYIZA Clement is registered member of Rwanda Bar Association since June 27, 2013 and has been practicing from that time. (See Roll of Senior Advocates at http://rwandabar.org.rw). He has been nominated as States Attorney for Central Bank from 13/02/2015 in extraordinary cabinet meeting (see Ministerial Order N° 021/MOJ/AG/2017 of 18/09/2017 in Official Gazette nº 38 of 18/09/2017).
